That's fair, I think it the last move depends on which teammates it haves. I would expect Horsepower to be used more due to Kingambit and Incin potentially being able to fill for Ghostbusting, but I can't say for sure. Either way, HDec's only offensive advantage is fighting STAB, but I feel like one of Annihilape, Kommo-O, and Lilligant will be more beneficial in most teams and provide more than just Fighting STAB. Idk what you are trying to achieve with HDec tho

Can't say for sure, but I don't think HDec is going to be a top mon. It does have some util like Haze, Helping Hand, and Tailwind as well as Fighting STAB undeterred by Ghosts (especially Gholdengo), but people usually use Whimsicott for Helping Hand + Tailwind, and I think Palafin's popularity would make it the top Haze user. As a purely offensive mon, I don't see why you would use HDec over Rillaboom, who has High Horsepower and Knock Off for ghosts and Gholdengo.
