Watch how its limbs move when it is in action to get a better understanding of how its body works. Like if you really take a long close look at somebody walking -- you'll see how all the weight is put onto their foot when they step down, then as they put their other foot forward the weight slowly shifts up the person's foot into their toes as they lift their heel up. Doing this helps to build an understanding of the flexibility and range of motion of what you're studying, while drawing you can remember what you saw and know what poses would be out of the limits of the creature's capabilities.
Hopefully my advice isn't too complex, this is just what I do, but it may be difficult... :\

Ultimately the timeframe is left to Pokemaster, so I don’t want to give you a date we can’t keep to. But it’s an idea we should definitely push for, and I’d want to see progress in the coming weeks.
I’ll try to make sure it’s not something that blows over and disappears.

I have drawn every eeveelution. Here's some basic but useful tips: Try watching clips of Jolteon in the anime, study how it moves and how the animators intend it's body to look when it is in action to figure out its range of motion, it'll help you to realistically draw the right poses. Take a look at speedpaints other people have done of Jolteon or of another similar Pokemon to figure out their methods of how they drew it, this can be accomplished by a quick youtube search. Step away for a while and think about how you're going to draw it, you might find that taking a break and coming back to it later helps more than you thought it would.

Don't give up, it takes a while to master but if you practice enough you'll get it eventually!

Don't try anything they tell you unless you're an expert on that thing (don't use any blades). It doesn't look official but it's still cool. In a couple decades there will probably be pokemon holograms that are the right size, or even robots (like you mentioned) with artificial intelligence.
