It's okay to use either casually and by yourself. Don't use hacked Pokemon competitively unless you can get away with it (e.g. fully legal characteristics). Only use obviously hacked Pokemon in PvP if the person you're playing with knows and has agreed to it. Glitched Pokemon are fine in any case, so long as they have legal characteristics.
