Best answer
All Pokemon with Metronome are allowed. No bans on Pokemon. Even Mewtwo.
Leppa Berries are the recommended item.
There are no nature bans of any sort.
EVs can be placed anywhere, as implyed by the sources "defensive Mewtwo".
