My friend said he got one on Dream World? Is there even a 1% chance of a Dream World Meloetta?

No it is only available though events, unless they put a DW Event for Meloetta which I doubt.

Nope. Meloetta has not been released anywhere in the Dream World.
In fact, there are no Legendaries in the Dream World.
