How does the item Ring Target work exactly?

You can give it to a Pokemon to allow moves that normally would not hit it to hit it. So Gengar holding a Ring Target will get affected by Normal and FIghting moves.
You can Trick this to your opponent in competitive to render immunities useless.
This does not work for Poison against Steel.
