What do you mean by a glitch?

I know very little of them and how to activate them and my freind has got a shiny lucario with wonder guard and draco meteor and when I asked him about it he just said it was a glitch in the game that you have to defeat the game a number of times blah blah blah do they really happen do they corrupt your game and is it use full or not
