Yes.

Mixing records with Pokémon Emerald will allow an active Seedot outbreak to be transferred to Sapphire. Depending on Emerald's outbreak, Seedot can appear on Route 102, 117, or 120.

This is generally pretty impractical because if you have Emerald, you can just catch Seedot there instead.

Seedot cannot be captured in Sapphire. You must trade from Ruby or Emerald.
