Pokemon wobbuffet myth?

Question

Is wobbuffet actually the tail, the body being a substitute so Pokemon don't attack it, OR is the body actually the real Pokemon and the tail is just a tail?

IS THE TAIL THE REAL POKEMON OR THE BODY? THE BIG FAT BLUE THING OR THE SMALL BLACK THING WITH EYES TOWARD THE BOTOM??

The tail is part of Wobbuffet's body.

In theory, however, Wobbuffet's body seems to be some type of protection for its tail, as implied here:

The blue part is it's body. It's tail being it is just a myth. That would be intersesting if the tail was the real thing, it's 2 eyes on it make it look like another thing/ Pokemon.But sadly, It's just another myth like all the others in MythBusters :P It says on this link that it's a big blue blob that has a crooked face with a black tail with TWO EYES on it. But that's mostly it about it. Fun Fact: Females have lipstick on :P
