What Pokemon give off 3 evs AND are easy to find?

I ain't looking for a pkmn that has a 5% chance to appear just for 3 evs but its worth my time if its easy to find. This is for gen 5

Nothing meets your criteria. The closest I can do is Volcarona, which comes back after defeating the Elite Four after being knocked out.
