Why can't I find snubbull in the right routes where they should be please help me?

i cant find snubbull please tell me why so I can fix it please help

As long as you look on Route 38 and Route 39 and using SoulSilver(which I'm guessing you are since thats your tag) they will be there, they are just really rare. Dont give up hope.
