What are some good Phasers for a Sand Team?

I believe a Phaser is a Pokemon that uses some Combo like toxic and Whirlwind to phase toxic through out the opponents team. What are some good Phasers for OU Sand?

Well, the Pokemon I see fit best for this role is Hippowdown.
With access to Whirlwind + Toxic + Slack Off + Sand Stream, why not him? He has the Bulk, Recovery move, and the ability to set sand.
a nice set you could use is:

Earthquake
Toxic
Slack off
Whirlwind
