How do I do this cheat ?

I've heard there's a cheat that you can evolve Pokemon from earlier levels.Like evolving Shelgon at level 36.How can you do this ?

Probably you misheard/ misread. However, you can set up modifier codes and find Pokemon fully evolved at lower levels than they naturally should be IE. Hydregion at level 3.

Any modifier codes. Just go on google and type in "Modifier Code for (Any Pokemon here) Action Replay" and you'll get results :)
