It depends, choice scarf adds speed so usually you'll strike 1st but in disadvantage the opponents gains double its speed from the scarf boost. While choice specs on the other hand would be useful to troll physical sweepers as they get their boost on SP Atk instead of ATK which doesn't really gives them any advantage so both are good and both are bad. Personally I would use choice specs in offensive terms like Porygon-Z
