How can you change the elite four challenge?

In heartgold/soulsilver you face the elite four 2x how can you do the first challenge again? (The lower level Pokemon)

No; once you've beaten the Elite 4, you will have to face them at their higher level. The only way to challenge the regular levelled Elite 4 is to play the game from the beginning again.
