Does the Metal Coat increase the power of Metal Burst?

I might be waiting eagerly for movesets, but that doesn't mean I don't want this answered.

Metal Coat can only raise the Base Power of an attack by 20%, not it's actual damage.

Since Metal Burst's Base Power is 0, you can't get a percentage out of it, so Metal Coat gives it no boost. Same with Black Belt/Counter and Twistedspoon/Mirror Coat.
