I checked around, and teravoltage/TB apparently supercedes all other abilities, so it should block those abilities. Of course, there is no official information on it yet. it should negate the abilities.

Actually I believe it means they can ATTACK pokemon regardless of their ability. I don't think it stops abilities from working except in regards to attacks coming their way.

So you'd be able to hit Shedinja with any move despite Wonder Guard, hit Levitating pokemon with a Ground move, and Fire moves would do regular damage against a Heatproof pokemon.
