It's just one of those in-game twists GAME FREAK introduced to add a a little change and spice to the game. There is no major reasoning behind it. Apparently Alder stepped from Champion leaving an open space to fill. That was taken up by Iris. leaving just Drayden to look after the Oplucied city Gym.
