No, it doesn't work like that. Yes, we all tried to do that when we were beginners, but as there are actual calculations in the programming for the amount damage a move does, there is no physical way to boost or lower damage while a move is being used.

As a side note, it won't speed up healing at a Pokémon Center either.

Ugh, stupid Nurse Joy.  I'm glad her speech in X and Y is so much shorter before she heals your Pokemon.  I KNOW YOU RESTORE MY POKEMON TO FULL HEALTH, THAT'S WHY I'M HERE!

I highly doubt that. I don't think Nintendo would do that and not put it in the instruction booklet-and trust me when I say this because I have read the instruction booklet COVER TO COVER.
