Head over to Route 23 which is west of the Giant Chasm. That will lead you Victory Road.

well, first follow the directions of hugh, then when following the given directions, you will arrive at route 23. go north until you will find stairs. climb it or something until you reach the top. after that, you will find n. he will give you hm .05 which is waterfall. then, you can see a path colored black and white. there your badges will be checked. after all your badges are checked, you can see victory road up ahead.
