Latios problem.

I want to teach him Dragon Pulse or maybe Draco Meteor, but what move should I replace? I'm keeping Reflect and Luster Purge, so either Thunderbolt goes, or Surf goes. Which one?

But Luster Purge can easily lower Sp Def, making it better.

Replace surf has the same power and accuracy as thunderbolt but thundebolt may paralyze.
