Lugia's original type is Psychic/Flying. But, there aren't Psychic nor flying cards in this world, so the tcg cards had to be a different type. Since lugia usualy lives underwater, they chose Lugia's type to be water. There are other types for the Pokemon also, such as delta species where the Pokemon can be any type, but not its originally assighned type.
