A Worker at the Ice Rock room in Twist Mountain will hand out a random Fossil from Gens 1 - 4 daily; the Armor Fossil is included. Just keep talking to him each day until he gives you an Armor Fossil.
Once you have it, go to the Nacrene City museum and revive it into a Sheildon.
