How do I get to the P2 Laboratory in Black 2?

I want to get to get to the P2 Laboratory in Black 2, So how Do I Get there? Thanks to whoever answers!

It is on Route 17, which can be accessed from Route 1.

You will need Surf to get there. You'll have to ride the currents to get there.
