Odd Keystone?

what is the odd keystone for in pokémon pearl? i have found two underground, but i have no clue what to do with it. please help.

Route 209 (near Soleaceon town) has a run down tower. You can insert the odd keystone in it to restore it. Then, if you talk to 32 people underground (not including the men who sell you traps and so forth) and return to the tower at night and hit 'a' you will encounter Spiritomb

If you have one friend you can go up and down and keep talking to the same friend.
