Do you encounter swarms by surfing or fishing in Pokemon Pearl?

Today, my swarm Pokemon in Pearl is Corsola (Route 230). I can't seem to find it though. Does it appear by surfing or fishing?

Have you tried looking in the grass? It might be there.

In Pokémon Diamond/Pearl/Platinum, all Swarm encounters are found in the tall grass. On Route 230, the tall grass can be found surfing right of the Fight Area, or left from Route 229's entry into the Resort Area. From there, you'll be able to encounter Corsola.
