Why in Pokemon gold trainer red or ash's balbasuar and squirtle was fully evolved?

1. The games and the Anime don't intertwine, so even if they weren't evolved in the Anime, it doesn't matter for the game.
2. Because he wouldn't be too hard to beat if 2 of his Pokemon were still unevolved.
