No, this definitely shouldnt happen. The highest level a Pokemon can go up to is 100 and the only way you can get a level 116 Pokemon is if you hack. And another thing, you cant have a shiny zekrom. Its currently unreleased.
So, the original owner of the zekrom hacked to get the zekrom and its not normally possible for these to happen.
