Which type is the easiest to find in all games?

Usually the normal types. Normal types are also the first type other then your starter's type you encounter. The beginning rodent Pokemon is always normal type( Rattata, Sentret, Zigzagoon, Bidoof, Patrat). So are the beginning birds( Pidgey, Spearow, Tailow, Starly, Pidove).

Conclusion: Normal types are the easiest to find

It really depends on what your location is. In a forest Bug and Grass types are more common and In the water of course water types are more common. And the region matters too. Water types are more common in Hoenn that they are in Unova because of the excess of water in Unova. So sorry this isn't really the answer you wanted but its the best I've got. :/
