Is gravity a viable strategy in competitive battling?

I've heard that people use it, but it just seems like a distance to go for a small advantage.

It can be used to extreme devastation. It provides 100% accuracy to all moves meaning you can abuse Thunder, Focus Blast, Blizzard and the likes. It is especially useful in Doubles where you can have one poke set up gravity while the other abuses low accuracy moves.
