It's more similar to Explosion than a recoil move, but unlike Explosion it's not gonna work when you're close to fainting. It basically takes your remaining HP and takes that away from the opponent. So to kill the opponent you need more HP than them.

I guess it might work well with Endeavor, especially against a high HP pokemon like Blissey.
