How come some Pokemon no longer naturally learn moves after they evolve?

Like Raichu or Delcatty, after they have evolved they don't learn any new moves except by hm or tm. Why? So it can be harder to decide whether to use a stone or not?

Exactly. Pokemon that evolve by evolutionary stone are typically able to reach their powerful, final evolutionary state sooner than other Pokemon. Fearing that the use of evolutionary stones would give players to powerful a Pokemon to early in the games, Game Freak made many moves only obtainable in these Pokemon's preevolved forms. This prevents players from abusing the use of evolutionary stones, and also adds further depth to the art of training one's Pokemon.
