How did Tobias get his Darkrai?

Question

How did he get it if he managed to win all eight gym badges with it? He started off with a Darkrai?? He would have had to pick Turtwig, Chimchar or Piplup, but he gets Darkrai?

I had a theory that Tobias is from Allemoss Town and that Darkrai is the same one from the tenth movie The Rise of Darkrai , evidence includes the fact that the 3 moves the movie Darkrai used : Dark Void, Dark Pulse and Ice Beam were used by Tobias' Darkrai with Dream Eater possibly added by Tobias for coverage and healing

It's actually not given throughout the whole anime. Noone knows how he got his Darkrai and Latios - just that he is overly overpowered.
