Can you ever get to access the top floors of the Kanto Radio Tower?

Any other floors accessable other than Floor 1?

No, it's impossible to access the top floors in HG/SS, no way whatsoever. However, it is open in the Kanto Games (R/B/Y and FR/LG) where you can actually reach the higher floors. In those games, the higher floors have trainers, Team Rocket Grunts, Ghost Pokemons, ghosts and the scariest frickin music in the history of Pokemon.
