Well Slaking has the highest base stat total of non-legends at a whopping 670.
Too bad it has truant
Rampardos has the highest base attack at 165
Shuckle has the highest Def and Sp, Def
Blissey has the highest HP stat at 255

Here is a list, up to date as of S/V, showing the Pokemon with the highest in each base stat, excluding legendary Pokemon, Pseudo-Legendary/Powerhouse Pokemon, and alternate forms (such as megas, the Deoxys forms, or Eternamax Eternatus):

Note: This answer assumes legendaries include Mythicals but do not include Ultra Beast or Paradox Pokemon.

• HP: Blissey at 255
• Attack: Kartana at 181
• Defense: Shuckle at 230
• Sp. Attack: Xurkitree at 173
• Sp. Defense: Shuckle at 230
• Speed: Ninjask at 160
• Total: Slaking at 670
