According to Serebii, you can't get it Emerald, Ruby, or Sapphire. Dang.

You cannot find Dragon Scale as an item in Pokemon Emerald
However, you do have a 5% chance of finding them on Horsea, Seadra, Dratini, Dragonair, Dragonite, Kingdra, Shelgon, Bagon and Salamence after catching them.
