Togepi has acces to a lot of powerful moves so a lot of movesets fit it well
This is the moveset I hold on my togepi and it works pretty well

Togepi @ Eviolite
Trait: Serene Grace
Modest Nature
EV Spread: 236 HP / 236 SpAtk / 38 Def
Moveset
- Nasty Plot ( raises SpAtk by 2X)
- Ancient Power ( decent power to deal with the particular fire types such as Houndour and has chance to raise stats)
- Hidden Power [ICE] ( great Power and good move to deal with dragon, grass,rock,ground,flying types)
- Psychic/Flamethrower ( Flamethrower is to deal with grass ice, bug etc.. and snover in particular.
Psychic grants coverage against fighting types that seem to be in every LC team
