I would recommend Dratini/Dragonair/Dragonite because they learn it by leveling up, so no other breeding this. Dratini/Dragonair are found using the Super Rod in the lake outside of Dragonspiral Tower, and Dragonite is found the same way but only in bubbling spots.
Horsea/Seadra/Kingdra are also options, and learn it by level up too. Horsea can be found using the Super Rod at Route 17, 18, or P2 Lab, while Seadra/Kingdra can only be found in the bubbling spots.
