Why is Haxorus not a Pseudo-Legendary?

Haxorus is a final evolution dragon type so it should be a pseudo-legendary.

Pseudo-Legendary is a term used to refer to used to any Pokémon that has a three-stage evolution line, 1,250,000 experience at level 100, and a base stat total of exactly 600. Additionally, Haxoru's stats are not very balanced unlike all the other legendaries - Haxorus's bulk is alot worse than the other pseudo-legendaries.

It is also the trend that they the first 2 evolution have the same type and the 3rd one evolves with a dual type barring Metagross as for now

Gible (Dragon/Ground)--> Gabite (Dragon/Ground) --> Garchomp (Dragon/Ground)

I.E. Only 50% of psuedo-legendary evolutionary families have type changes.

*You statement would be correct if this was Gen III

All pseudo-lengendaries have a base stat total of 600. Haxorus does not making it not a pseudo-legendary.
