I'm looking to evolve my Golbat into Crobat.

There is a lady in Goldenrod City who will check your Pokemon's happiness. Her house is west of the Dept. Store and north of the Bike Shop.

She will make a comment about your Pokemon, and exactly what she says gives an indication of your Pokemon's happiness. Check here to see what each comment means. Your Pokemon needs 220 points to evolve.
