Can a gym leader have shiny Pokemon?

Nope no trainer can have shiny Pokemon unless programmed to have shiny Pokemon.

No game trainer can have shiny Pokemon unless yu hack to put all the Pokemons you encounter shiny (lol if you do this there is also a hack to catch other trainers Pokemon I recomend it XD)
