You can't get it without trading.

Ok, in plantinum it is impossible to get without trading.

However, you can get it in emerald version.

You can also get it at embedderd tower (route 47) if you have kyogre and groudon in HeartGold and SoulSilver.

You can either trade or migrate from Ruby, Sapphire, or Emerald.
