Is there any way to get a Hidden Power [Rock] of 70 power with 31 Speed IVs?

There are only two spreads that give 70 base power. These two are it. there is no way to have a perfect 31 IVs in speed, but the 1 IV won't make a huge difference. My typhlosion has 30 special attack IVs for HP grass, but his special attack is347, instead of 348.
