Thread Time!

With Insta-weather decreasing to a terrible five moves, weather teams will have to rely on heat rock and damp rock. so anyways, weather inducers will become crucial, so I believe a thread is needed.
Requirements and Guidelines
- Items, EVs, Movesets, And Natures are required
- You must give reasoning to why it is good
- Hail and Sand inducers can be posted, but not encouraged
- You can say what sweepers go well with it, but it is not required
- If you have multiple answers, just put as many as you can into one
- X and Y Pokemon are allowed

Example answer

Electrode @ Damp Rock
Electrode
Trait: Sound Proof
EVs: 252 HP/4 SpA/ 252 Spe
Timid Nature
- Rain Dance
- Taunt
- Thunder
- Hidden Power {Ice}

Electrode is a great Rain Inducer in NU / RU because it can taunt SR leads, is extremely fast, and has great BoltBeam Coverage. In RU, it also has an interesting niche: countering galvy. Galvantula is a huge threat to Rain teams, but electrode is immune to bug buzz, and resists thunder and giga drain.

I don't battle competitively, but T-tar @T-tarite looks pretty good. Sand stream triggers upon entering and also on Mega evolving, so you can get back the sand fairly easily.
umm ... I just noticed something, but how does Electrode resist Giga Drain?
^ um yea. And how is Electrode immune to Bug Buzz.
Also, HP Ice & Thunder =/= BoltBeam. HP Ice doesn't have the same base power.
I'm pretty sure Soundproof blocks Bug Buzz
Oh I didn't see that. It's usually Aftermath for Electrode because it's meant to be a fast and frail, so Aftermath deals damage.

Tornadus
Tornadus (M) @ Damp Rock
Ability: Prankster
EVs: 4 HP / 252 SAtk / 252 Spd
Timid Nature
- Hurricane
- Focus Blast/Superpower
- Taunt
- Rain Dance

Let's see:

Rain dance, and ability that prioritizes it, practically guaranteeing at least one set up: check
Ability to abuse rain offensively, halt walls while also supporting it and handling common rain checks: check
Is a genie: check

Well that's three for three. Tornadus is here to say that he will be glad to serve his duty as the Prankster abusing rain setter for your little rain team, and his awe inspiring STAB Hurricane is ready for action. In conjuction with fighting coverage, Tornadus is an offensive powerhose, and can severely dent rain checks like celebi and ferrothorn. Walls giving you a problem? Prankster taunt them. And of course, rain rounds out our wonderful package. Act now and we'll also throw in a bonus Thundurus.

Thundurus

Thundurus (M) @ Damp Rock
Ability: Prankster
EVs: 252 Spd / 60 SAtk / 196 HP
Timid Nature
- Thunder Wave/Hidden Power Ice
- Rain Dance
- Volt Switch/Thunder
- Taunt/Thunder Wave

For those of you looking to take the more supportive route, thundurus is here to please. A mighty fine thunder wave will slow your opponents down if sticky web ain't your style. Taunt and Rain Dance are similar options to the Tornadus set this set offers, but this set can also utilize Volt Switch for solid switching damage or a mighty fine STAB thunder. Whatever you pick, best of luck to you.
