Does Lapras always appears in the overworld when you use Surf, or does it need to have a certain ability or nature.
Yes all Lapras will appear on the overworld while you are surfing.
Source: Ive breed many Lapras and all of them that I tried to surf with appeared on the overworld.
All Lapras appears in the oveerworld when you use Surf no necessary ability or nature.
