Is there more than one water stone in emerald?

I evolved my lombre @ lv16 and didnt know ludicolo doesnt learn any new moves. I dont want that to happen again. Can I find another water stone? In pkmn emerald

Yes. You need to trade shards for it though. He's on Route 124, in a small hut, near Mossdeep City. He'll trade you a Water Stone for a Blue Shard, and the easiest way to find them is by using Thief/ Covet on wild Clamperl, even though the chances of them holding a Blue Shard is only 5%.
