Why didnt my crobat learn cross poison when it evolved?

In my SoulSilver game, my Golbat evolved at level 30 and it didn't try to learn cross poison after the evolution. What happened? I read that cross poison is a move that crobat knows at the start level, but does that mean it learns it through evolution or through remembering with a heart scale at Blackthorn City?

It means you need to go to a move tutour with a heart scale. cross posion should now be avaliable to learn.
