When does the Overgrow ability start?

hello, I was wondering, my chesnaught has overgrow ability but I don’t know when the ability starts. People say that it starts when the Pokemon’s HP is one third, so I want to know if one third is when the Pokemon’s HP goes red or do I have to divide the total number of HP in 3.
