For example in Diamond & Pearl Hypnosis had an accuracy of 70, while from Platinum onward they reset it to 60. Can the same happen to a move's BP if Game Freak wants it too happen, or would that not be able to happen do to technical things I don't understand?

Colosseum to XD
Shadow Rush went from 90 to 55 BP

USUM to LGPE
Absorb went from 20 to 40 BP
Mega Drain went from 40 to 75 BP
Sky Attack went from 140 to 200 BP
Solar Beam went from 140 to 200 BP

SV pre-2.0.1 to SV 2.0.1+
Grassy Glide went from 60 to 55 BP

SV to ZA
Aqua Jet went from 40 to 30 BP
Bullet Punch went from 40 to 30 BP
Mach Punch went from 40 to 30 BP
Quick Attack went from 40 to 30 BP

SV to Champions
Apple Acid went from 80 to 90 BP
Beak Blast went from 100 to 120 BP
Bone Rush went from 25 to 30 BP

The LGPE changes were reverted in Generation VIII. Not included in this list are changes made to moves in Legends: Arceus, where the battling system was dramatically overhauled—most moves are so different that it would be easier to list the ones that didn't change.

Yeah, they probably could. When they make a sequel, they can edit anything they want. Like they Hypnosis scenario you were talking about. ;D

Well, of course! I mean, Game Freak programs this, and I don't see why not. They can just change if they need to within generations.
