Does the Masuda Method work in Pokemon X and Y?

I've been trying to breed a shiny Shinx with the Masuda method (Japanese shinx I found off the GTS and an English Ditto), I've gone through 60 eggs (2 full PC boxes) and not one of them is a shiny. Also, how many eggs would it approx take to hatch a shiny?
